Spot on about Season 2. I haven't read any of the books, but cannot disagree one bit with your outer critic about the show. More Neagley and O'Donnell, a whole lot less Dixon.
I also have a hard time with the absolute lack of consequences for Reacher's mayhem. Action heroes like him are supposed to strain credulity, but he's taking the cake (beefcake?) past the limits. And the amount of bulking up he did for S2 made him look unhealthy.
Some fun moments, but not nearly as fun as Season 1.
